Is it formatted as FAT32? Because that's the only way that UEFI can boot to it. Just to double-check, what ISO are you using and where did you download it? I will try the same ISO here.
Does your P51 boot? People had to hand-build install images. BTW, if your dd method works for you great. Works fine with Ubuntu and the other Debian-based distros I've tried. This was the only option we could consistently get to work correctly. Let Microsoft's utility create a USB drive, then copy all the files and folders in the root to a temporary folder on your hard drive.
Incidentally, you can sure tell a lot of care and attention was put into this utility, hey Microsoft? Great default. Leave everything else the same and click Start. When complete, copy all the files and folders from your temporary location back into the root of your USB disk.
Connect to your Lenovo system and it should boot correctly. Before you start, don't forget to check the validity of the USB. Step 1. Download, install and launch this software on the well-functioning computer. Select Tools from the left side.
